As you know from reading the recently posted Re-opening Plans for all 50 States last week, some states already have or will soon re-open for “business as usual.” Other state and city leaders have stated they will wait until mid May or the beginning of June. And some city and state leaders have no intention of fully re-opening “until,” said California Governor Gavin Newsom, “we get to heard immunity and we get to a vaccine.”

Most experts don’t anticipate that any state will get to the point of “herd immunity” this year and most experts anticipate that a vaccine will not be available until some time in 2021.
Choices about states remaining closed or re-opening are tough ones. One the one hand, we have evidence that withdrawing shelter–in-place orders, if there were any shelter-in-place restrictions in the first place, lead to COVID-19 spikes. (South Dakota, for example, has seen a +205% spike already.) On the other hand, COVID lockdowns are crushing economic activity. In the US alone, there are more than 26M workers who have filed unemployment insurance benefit claims in just five weeks. SBA relief programs have already required funding replenishment.
Countries around the world are facing the same tough choices and realities as the US. In a recent survey of 28,000 people in 15 countries, respondents were asked whether or not they agree with the statement (and hope) “I expect things to return to normal by June.” Here are some of the results:
- Brazil – 85% agree
- India – 83% agree
- China – 78%
- Spain – 69%
- Italy – 49%
- US – 46%
- UK – 27%
- Japan – 19%
Some business owners across the US have decided they will reopen and/or schedule events regardless of their local/state restrictions. One such owner posted on Facebook, “I’m not asking, I’m opening…if we are able to save every life…but in the process of that we all starve to death, what have we accomplished?”
